Objective PERFORM stands for Partnerships for Equitable Resource and Forest Management. The objective of this initiative is to improve the living conditions of people living in or near forested areas. This will be done by promoting so-called community-based forest management, which assigns responsibility for protection and sustainable use of wood and other resources from forests to the local population who are the primary resource users. PERFORM is part of a program for Forest and Natural Resource Management along with a number of other initiatives. Three cross-cutting components support the program. CIVIC increases capacity of CARE's local NGO partners through training and strategy development. IMAPI is an initiative aimed at measuring the effect of program activities and securing that all participants learn from each other. The PDI component coordinates all CARE Danmark activities and supports initiatives with technical assistance and development.
Target group The primary target group of PERFORM is 300,000 women, men and children in the forest areas of Western Ghana. In addition, the program builds capacity of a number of NGO partners who are involved in activities. In the longer term, CARE seeks to improve the enabling environment for millions of poor people in rural areas through more pro-poor legislation and planning for forestry and agriculture.
Activities CARE and partner NGOs work together in the PERFORM initiative to test and promote systems of participatory management of trees, firewood, medicinal plants and other important forest resources. CARE assists partners and local communities in influencing district development plans and allocation of public investments towards agriculture. At national level, the program is engaged in promoting proven community-based management approaches through new legislation. The CIVIC component conducts assessments of the capacity of local partners and offers training and other support to enhance their ability to work effectively in and for the local communities.
Area During the first two years, PERFORM will work in 20 communities in four districts (Wassa West, Sefwi-Wiawso, Sefwi-Juaboso and Wassa Amenfi East) in Western Region. Starting in the third year, the program will expand with 80 additional communities outside Western Region. The CIVIC component works with NGOs from several areas, while learning and effect measurement activities are based in Accra.
Duration and budget The PERFORM and LEAD initiatives together with cross-cutting components form the Danida-funded framework program of CARE Danmark in Ghana. The second phase of this program began in 2009 and will continue until the end of 2014. The annual budget for all initiatives is about 7 million Danish kroner.
Partners CARE is implementing PERFORM in collaboration with a range of community-based organizations and regional NGO's in the fields of forestry management, agricultural development, land rights, etc. Learning from PERFORM is shared with NGO platforms Forest Watch Ghana, which combats illegal timber extraction, WERENGO, a regional platform of NGO's, as well as WACAM and NCOM, who are active in the field of monitoring mining activities.
