LEAD - food security and agricultural extension

Objective
LEAD is short for Local Extension Services for Agricultural Development. The objective of the initiative is to improve food security, particularly for women and young people in Ghana's poorer northern regions, which are negatively affected by droughts and climate changes. LEAD is a part of a program for Agriculture and Food Security along with a number of other initiatives. Three cross-cutting components support the program. CIVIC increases capacity of CARE's local NGO partners through training and strategy development. IMAPI is an initiative aimed at measuring the effect of program activities and securing that all participants learn from each other. The PDI component coordinates all CARE Danmark activities and supports initiatives with technical assistance and development.


Target group
The target group for LEAD is about 100,000 poor peasants in northern Ghana, of which at least 65 % are women or from other marginalized groups. In addition, the program builds capacity of a number of NGO partners who are involved in activities. In the longer term, CARE seeks to improve the enabling environment for millions of poor people in rural areas through more pro-poor legislation and planning for forestry and agriculture.


Activities
The LEAD initiative works for improved food security and stronger resilience for poor families by promoting a system of community-based agricultural extension. The program trains volunteer extension workers who are able to spread knowledge about improved and adapted farming systems. They are also trained on animal husbandry and how to secure livelihoods in periods of drought. CARE assists partners and local communities in influencing district development plans and allocation of public investments towards agriculture. At national level, the program is engaged in promoting proven community-based management approaches through new legislation. The CIVIC component conducts assessments of the capacity of local partners and offers training and other support to enhance their ability to work effectively in and for the local communities.


Area
About 100 participating communities are located in Brong Ahafo, Northern, Upper East and Upper West regions in the poorer northern part of Ghana. The CIVIC component works with NGOs from several areas, while learning and effect measurement activities are based in Accra.


Duration and budget

The PERFORM and LEAD initiatives together with cross-cutting components form the Danida-funded framework program of CARE Danmark in Ghana. The second phase of this program began in 2009 and will continue until the end of 2014. The annual budget for all initiatives is about 7 million Danish kroner.


Partners
CARE is implementing LEAD in collaboration with a range of local NGO partners, including The Abrono Farmers Project (ABOFAP), local branches of the Presbytarian Agricultal Station (PAS) and Zuuri Organic Vegetable Farmers Association (ZOVFA). The initiative builds on experiences with District Food Security Networks composed by local NGO's. CARE works with the Ministry of Food and Agriculture on spreading agricultural extension training to other areas.
