Objective The objective of the Southern Voices programme is to give a stronger voice to the people who daily live with the consequences of climate change. The idea behind the programme is that civil society in developing countries should have a voice in decisions about climate policies in their countries. Therefore, the Southern Voices programme support climate networks in and across countries already affected by climate change. The focus in on strengthening the capacity of climate networks to influence decision makers in in their own countries as well as in the international climate negotiations. It is essential that it is not only organizations in the North – like CARE - , who speak on behalf of the poor, but also people who have already seen and experienced the severe consequences of climate change – and have to adapt to it.
Target group
The programme supports 11 national, 6 regional and 3 thematic networks of civil society organizations working with advocacy on climate change policies.
Activities
The Southern Voices programme is, among other things, supporting advocacy, public education, capacity building and learning within and between the participating civil society networks. As part of the programme, climate networks prepare country reports with analysis and assessments of climate policies and climate programmes both in their own countries and internationally. The country reports will be compiled into an international report, to be published at COP17 in South Africa in 2012.
Area The Southern Voices programme supports national networks in Malawi, Cambodia, Ethiopia, Mali, Niger, Tanzania, Micronesia and Vietnam. Regional networks in West Africa, South Asia, the Pacific as well as Central- and Latin America are also supported. Moreover, Southern Voices supports three thematic networks focusing on renewable energy, forests and climate adaptation.
Duration and budget The programme lasts eighteen months and began in January 2011. The total budget of 8 million Danish kroner is provided by Danida, as part of Denmarks Fast Start Climate Funding.
Partners
CARE Denmark supports the climate networks in Vietnam, Tanzania and Niger, as well as the thematic network on forest and climate. The Southern Voices programme is built around a consortium of five Danish organizations: CARE Denmark, DanChurchAid, Sustainable Energy Denmark (Vedvarende Energi), Ibis and KULU. CARE Denmark is responsible for coordinating the programme. The two international members of the consortium are CAN-International and IIED.
