Background The CHULI Programme builds on the foundations laid by Churia Watershed Management Project (CWMP 2001-06) and Churia Area Program (CAP, 2004-06) with a more pronounced focus on the overall human development for the Poor, Vulnerable and Socially Excluded (PVSE) women and men. The lessons and experiences in the CWMP and CAP projects have brought forth issues that require longer term support to help PVSE women and men improve their livelihoods. Thus, the project contributes to address the underlying causes of poverty and social injustice in the program area covering both upstream and downstream regions.
CHULI Programme aims to improve the livelihood security of the Poor, Vulnerable and Socially Excluded (PVSE) women, men, girl and boys at household, group, community and district level.
- Improved social status for PVSE women and men through: i) equitable and sustainable access to forest and land resources; ii) increased awareness of and capacity for exercising their rights and iii) reduced discrimination and exclusion based on caste, - gender and class - Increased resilient capacity against natural disasters - Increased access to formal education by school age girls and boys from PVSE households - Diversified livelihood options and enhanced skills for PVSE women and men - Strengthened cooperation and synergies among stakeholders - Improved local democracy and governance practices
- Capacity Building - Community Based Natural Resource Management - Livelihood Improvement - Formal Education Support - Policy Advocacy - Local Participatory Democracy and Good Governance In addition to implementing activities around core components, CHULI project integrates a number of cross-cutting issues in the programme. These issues are social inclusion and gender equity, conflict sensitivity, HIV and AIDS, and disaster risk reduction.
Target Groups Poor, Vulnerable and Socially Excluded women, men, girls and boys living in 50 Village Development Committees (VDC) of Churia and down stream Tarai. Secondary Target: Civil Society Organizations (CSOs), District Line Agencies (DLAs), Local Elected Bodies (LEBs) and Political Parties.
