Objective CASI - the Civil Action for Socio-economic Inclusion in Sustainable Development for northern ethnic minorities in Vietnam - is CAREs long term program to support poverty reduction and sustainable development among ethnic minority groups in the northern mountains of Vietnam. The overall aim for the 15 years program is that marginalised ethnic minorities in northern Vietnam are enabled to determine and realise their own equitable and sustainable development with dignity. This will be pursued through working with and support to Vietnamese civil society partners including community-based groups and organizations, NGOs, professional associations, and mass organizations.
Target group
The Impact Group of the programme is the most marginalised ethnic minority groups in northern Vietnam: those who are poor, vulnerable and food insecure, in particular women and girls, who lack economic opportunities, live in remote areas, face language and literacy barriers or in other critical aspects are excluded from decision making.
This fase of the programme benefits 45,000 poor people from ethnic minority groups in 5 provinces for a 6-year period, and is indirectly benefitting 230,000 people through improved and more sustainable systems.
The secondary target group are CSOs who work to promote the rights of or provide services to ethnic minorities and whose capacity CASI builds. This includes up to 1000 associations and networks of ethnic minorities, mass organisations, NGOs and networks and professional associations and research institutes.
Activities
1. Mobilise and strengthen capacity of relevant CSOs and networks which promote ethnic minority voice and social cohesion, challenge exclusion, monitor policy implementation and engage with official development and policy decisions. It will do this through a small grants scheme in which CSOs can apply for funds to implement mini-projects or initiatives.
2. Empower ethnic minorities to voice their concerns and claim their rights and to build an enabling environment for ethnic minorities rights, notably one that is free from discrimination and prejudice.
3. Support community based natural resource management systems building on indigenous knowledge and ethnic minority aspirations to enable effective participation ofethnic minorities in decision making on access and rights to use and manage sufficient and productive land and forests.
4. Promote ethnic minority rights and ownership over their development through facilitating access to sustainable, locally available and responsive service delivery systems by ethnic minority groups for improved economic development,social protection and food security. Specific economic and livelihood opportunities will be identified and supported through a value chain approach building on indigenous knowledge and environmentally sustainable practices
5. Enhancing capacity to cope with disasters and climate change to reduce vulnerabilities and integrate disaster risk reduction and adaptation to climate change into community based development plans and actions in the northern mountains.
Area 5 provinces in the northern mountaineous area of Vietnam and at national level.
Duration and budget
Third fase of the programme runs from 2010 to 2015 with a yearly budget of 6 million DKK finansed by CARE Danmarks framework agreement with Danida.
